Front: "GOVERNMENT OF INDIA" and भारत on a ribbon across the top, with a bold 1 in each upper corner. At right, the Lion Capital of Ashoka from Sarnath in a beaded roundel lettered भारत and INDIA. Centre, a Devanagari and a Western 1 over a sunburst, and the value spelled out in Hindi and English. The oval panel at left is left clear for the watermark; below, the serial 67D 016327 and the signature of the Secretary, Ministry of Finance.
Back: A one-rupee coin, shown large at left with its numeral 1 flanked by ears of wheat, RUPEE beneath and the date 1978 — the year that dates the note. Centre, a tall panel giving "one rupee" in the other official languages, script stacked on script. Small cartouches at the foot read एक रुपया and ONE RUPEE, with GOVERNMENT OF INDIA again across the top.
The small-format government one-rupee note ran for decades with only the coin date and signature changing; this one carries Manmohan Singh's signature as Finance Secretary and the 1978 coin. Printing of the denomination was halted in 1994, the one-rupee coin having long since taken over everyday use.
